About the IHDA

Our Mission:

  • Provide network and resources
  • Provide constant vigilance
  • Provide liaison with Members & Staff on legislative initiatives
  • Evaluate proposals
  • Provide expert advice and training
  • Market new ventures
  • On-Base

  • Off-Base, i.e., Martin-Baker

Since 1993 we have contributed to the following successes:

  • The Naval Base has survived Base Realignment and Closure initiatives in 1993, 1995 and 2005 and achieved some new functions and designations through the process i.e. National Center for Energetics, additional R&D functions from White Oak (old NOL) closing and others.
  • Achieved a National Energetics Focus
  • Instituted a structured approach for achieving a facility of the future through Facilities 2020 focus.
  • Supported funding of multiple R&D projects through Congressional Plus-ups with focus on high energy explosives, technology transfer, underwater explosives, and manufacturing technology programs.
  • Secured funding for the Energetics Technology Center
  • Martin-Baker Aircraft Company Ltd. has committed to building a facility in the Indian Head Science and Technology Park.

The economic impact of our efforts is significant.  The BRAC 2005 recommendation to totally close Indian Head was defeated at the 11th hour by our efforts combined with our consultants, Hyjek & Fix Inc., and the total support of our elected officials and dedicated Navy employees.  Closure would have meant the loss of over 3000 jobs and more than $150 Million Dollars in payroll and $41 Million Dollars in local contracts.

Our support for Military Construction Projects (MILCON) has resulted in over $143M in facilities construction since 2005 and our R&D projects support has resulted in over $41M in research project funding.

Martin-Baker will add up to 200 employees in the Tech Park when fully operational with other future tenants bringing more than 1000 new jobs.
